Why Ports Matter to the Global Economy

Since the inception of maritime trade, ports have been pivotal in countries' economic and social development. Over 80% of global merchandise trade, by volume, is transported via sea routes. Approximately 35% of total volumes and over 60% of commercial value are carried in containers. Container ports are crucial nodes in global supply chains and vital to the growth strategies of emerging economies.

Efficient ports attract investment in production and distribution systems, supporting the growth of manufacturing and logistics, creating employment, and increasing income levels. Direct and Indirect Benefits of the Port

The Port of Everett generates significant direct and indirect benefits for Snohomish County. Direct benefits include revenues from port activities such as pilotage, berthing, cargo handling, and terminal concessions. These activities also contribute to local employment, with workers earning income circulating back into the community.

Indirect benefits include cost savings for businesses that import or export goods through the Port. These savings result from reduced operating costs, lower shipping costs, and improved supply chain efficiency. Enhanced port facilities and operations reduce inland transport costs, further supporting the local economy.

Historic Expansion of the Port of Everett

In a historic action on December 19, 2023, the Port of Everett Commission unanimously passed Resolution No. 1220, directing Port staff to submit a proposition to enlarge the limits of the existing Port District to the Snohomish County Council for voter consideration. This measure will consider enlarging the Port District to include most of Snohomish County, excluding the City of Edmonds, Port of Edmonds, Town of Woodway, Point Wells, and Esperance.

Following years of discussion and a recent economic value study and legal assessment, the Port of Everett aims to expand its boundaries to bring more value and economic opportunities to Snohomish County. Currently, Port boundaries cover most of Everett, portions of Mukilteo, and small parts of Marysville and unincorporated Snohomish County — about 110,000 residents. With nearly 830,000 residents in the County, only about 15% currently have access to port tools and investments.

Impacts of the Port of Everett Boundary Enlargement

  • Redistricting: The Port will redraw its three districts to ensure all residents in the enlarged Port District are encompassed in one of the Port’s districts.
  • Governance Structure: It will be determined whether to increase the number of Port Commissioners from three to five to govern the expanded Port District.
  • Strategic Plan: The Port will reopen its Strategic Plan to consider the economic and community needs of the enlarged area.
